Extensive Services allow HIE staff members to become familiar with your organization and to have a broad understanding of your core business.  Because of this gained knowledge from your organization, we are able to develop your offer to GSA.  We take various steps as we develop your offer for the GSA MAS contract.

  • Gain knowledge of your business practices.
  • Ensure that you company meets minimum requirements (CCR, DUNS, TIN, ORCA etc.)
  • Ascertaining the requirement for your labor rates for services or developing the necessary form letters needed for your products.
  • Develop your commercial sales practice report and
  • Formulating your GSA pricing along with your discount to the government.
Documenting Your Core Business Concepts

HIE will determine the appropriate MAS solicitation that matches your organization’s business industry. Our staff members take the necessary steps to complete your offer to the GSA MAS program.

  • Ensure that all the required documents, forms, and reports are completed based on the guidance, procedures, instructions, and regulations.
  • Contact the appropriate Acquisition Center within GSA and ensure that your offer has been delivered and received.
  • We use our business relationships and networking skills to communicate through the Contracting Officer/Specialist with GSA which allows us to be pro-active in discussing your offer which will expedite the process.
  • Taking these strides will allow us to complete the offer in these stages; completing the administrative data, scientific approach, the commercial items and price proposal.
  • We will provide you with our methodology that has been outlined in our project deliverables. We will communicate constantly to your organization our status of completion.

Interested In A GSA MAS Contract Award?

We provide the following services to organizations that are interested in being awarded a GSA MAS contract.

1. Review Commercial Sales Practices
  • Collect data to support price negotiations; and
  • Your sale data for your products or services is reviewed and scrutinized.
2. Proposal Pricelist Preparation
  • Identify products and services to be offered;
  • Develop pricelist form; and
  • Prepare commercial sales practice documentation.
3. Prepare and Submit the Proposal
  • Prepare price list for offer;
  • Complete all required forms, incorporate all representations and certifications;
  • Prepare listing of past performance references and their point of contact information;
  • Define management structure and capability; and
  • Deliver the offer to GSA.
4. During Pre-negotiations Strategy
  • Monitor submission of offer status;
  • Respond to GSA requests for clarification; and
  • Prepare final offer revision at the close of negotiations

Your organization will provide HIE with your companies experience documentation, pricing for your public and private sector clients using  templates and any discounts offered to your best customers and all customers.  Based on this information, we will develop a pricing spreadsheet for your offer to GSA.

The following steps are necessary in the process:

1. We will provide your organization with the necessary guidance and instruction along with a template for compiling your company information required for the offer.

2. There is no need to take the time to review the information that GSA has provided in their solicitation.  Just use our templates and instructional materials that we will provide your organization to complete the task below:

  • Organization experience
  • Procedures for offering discounts
  • Pricing & descriptions for your commercial products/services.

3. Provides HIE with your organization’s data via soft copy and my staff with start the process to develop your offer. 

4. The process will start immediately and we will develop your offer from that point.

Once the offer is completed and it has been received by GSA we are there at your side to negotiate with GSA.
