Contract Compliance

HIE provides services designed to ensure our clients are in complete compliance with federal government contracting guidelines and regulations, required modifications are appropriately handled, quarterly reports are properly submitted, and all other compliance issues are correctly resolved.

Auxiliary Contract Management

Subcontracting Plan Development & Electronic Reporting for Large-Prime Contractors:

The federal government has an electronic subcontracting reporting system (eSRS) that requires Large Businesses to report their socioeconomic dollars.

Some large businesses need assistance to act in accordance with this highly in depth reporting requirement. HIE offers your organization the following assistance with the eSRS reporting system:

  • Review your awarded subcontracting plan.
  • Work with you to scrutinize your current subcontractors, allowing you to categorize the various socioeconomic types of small business concerns involved (including small disadvantaged businesses, woman-owned small businesses, and service-disabled veteran owned small businesses, etc.) as well as their applicable contracts and Dun and Bradstreet numbers.
  • Hold conference calls as needed with a representative of your organization to ascertain your exact accomplishment toward subcontracting goals and current subcontractor dollars.
  • Electronically submit semi-annual Subcontract Summary Reports (SSR's), as required by DoD, GSA and SBA.
  • Electronically submit annual Individual Subcontract Reports (ISR's), as required by DoD, GSA and SBA.

Industrial Funding Fee (IFF):

GSA Federal Acquisition Services under their Federal Supply Schedule Program accesses the Industrial Funding Fee which funds the MAS program. Each MAS holder is required to report all sales associated with their contract. Once sales dollars are determined, they are to remit the appropriate payment on a quarterly basis.

GSA has an Industrial Funding Specialist who routinely visits your office to advise and audit the contractor's to ensure compliance. HIE will assist your company to ensure that contractors comply with the required regulations and we will confirm that your contractor files are being properly maintained using the following measures:

  • Review your company’s appropriate system and procedures which will ensure the correct classification for your government sales.
  • Generate report using government form (72a) for accuracy, timeliness, open market, and other direct costs.
  • Advocate to your organization the appropriate Standard Operating Procedures to ensure compliance with federal regulations.
  • Develop a report of Findings, Determinations and Recommendations for your company records.

We will conduct a Corporative Educational Seminar at our HIE facility or your on-site location. The seminar or presentation will be presented to your company's staffs; sales, executive, legal, and contracting personnel as it pertains to the GSA MAS Program and federal sales through your organization’s explicit contract terms and conditions.

We have various offerings for the small business and socioeconomic community. The reporting requirements are somewhat different for Large Businesses who have to submit a subcontracting plan, and are required to enter either semi-annually or annually into the Electronic Subcontract Reporting System (eSRS).

All businesses are required to report their sales quarterly to GSA. HIE works with all business communities to assist them in reporting quarterly and creating modifications via hard copy using the E-MOD software. We offer service packages for the following:

  • Contract management consulting service 6-months to 1-year.
  • Upload of your awarded price list to GSA Advantage!
  • Registering the client on the Vendor Support Center for 72A reporting.
  • Reporting of quarterly sales via the governments 72a database.
  • Prepare your initial or annual subcontracting plan.
  • Assist your organization with Compliance Review as it pertains to your subcontracting plan.
  • Work with you to ensure your annual registrations and reporting (ORCA, CCR, VETS-100, EEO, etc.) are properly submitted.
  • Ensure you remain in compliance with all GSA-issued mass modifications.
  • Assist in the preparation of all reviews by the Small Business Administration, General Services Administration, or Defense Contract Management.
  • Submit any modifications via hard copy or assist with tracking and capturing your data as it pertains to small business goals, socioeconomic status, and business type.
  • Assist in identifying small and socioeconomic businesses that are available to help your organization meet their small business goals.
  • Work with your organization to determine your Contract Portfolio efforts and necessities.
  • Work with your organization to create a coalition with small businesses that generate a ROI.
  • Internal training for your organization that is assembled specifically for your staff.
  • Coaching for your organization as requested.
